The Home Energy Assistance Program (HEAP) is a federal funded program designed to help low-income Ohioans with their winter heating bills. The program runs from June 1 to May 31.
Winter Crisis Program (WCP) is a component that was created to provide financial assistance to low-income households that are threatened with disconnection of their heating source; have already had service disconnected; need to establish new service or pay to transfer service; or have 25% or less of the fuel capacity in their tank. The WCP program year runs from November 1 to March 31. OHCAC will have until April 15 to finish any incomplete or pending applications.
Summer Crisis Program (SCP) was created to provide assistance with electric sources for customers determined eligible by the current SCP State Issued Grant agreement. The SCP runs from July 1 to August 31. OHCAC will have until September 15 to finish any incomplete or pending applications.
Percentage of Income Payment Plan Plus (PIPP Plus) – To be eligible for the PIPP Plus program, a customer must receive their electric or gas service from a company regulated by the Public Utilities Commission of Ohio (PUCO), must have a total household income which is at or below 150% of the federal poverty level and must apply for all energy assistance programs for which they may be eligible.
For Gas PIPP Plus, the utility must be a primary or secondary heat source.
-Assistance availability ranges from $175 to $750 depending on the electric and heating source.
-Payment plans (PIPP Plus etc.) can also be set on accounts depending on the utility company providing services to the home.
Households MUST be threatened with a utility shut off, already disconnected or have less than a ten day fuel supply on hand. (Propane, fuel oil, wood, coal and corn pellets)
A customer wanting to come into one of our tri-county locations MUST call the appointment hotline at 1.866.861.6421 to schedule their WCP, SCP or PIPP Plus appointment.
These documents are REQUIRED at EVERY HEAP appointment:
- Picture Identification
- ALL social security numbers for EVERY household member
- Birth Certificate of primary applicant
- ALL pages of your current electric and gas bill or information on your bulk fuel or wood/coal account
- ALL birthdates for every household member
- Any and ALL INCOME received within the last 13 weeks for those 18 or older in the household.
- If renting, lease agreement or rent receipt with landlords name, address and phone number
-To be income-eligible a household must have a total household income for the last 12 months or 90 days equal to or less than 200% of the federal poverty guidelines. Income guidelines representing the 200% calculation is revised annually. The period to be used in determining annual income must not be more than 12 months or less than 90 day period preceding the request for assistance by the household.
The following chart shows income levels by household size and should be sued to determine eligibility. Income guidelines listed below represent the 200% calculation for the 2011-2012 energy assistance programs and are revised annually.

Households with more than eight members should add $7,640 to the yearly income or $1,910 to the quarterly income for each additional household member.
NOTE: Percentage of Income Payment Plan (PIPP Plus) eligibility remains at 150%of poverty!
